APPEAL         to  female  colleagues,  female  supporters  and   male  supporters   PRO  QUOTE  REGIE  was  founded  one  year  ago.  In  the  meantime,  we  are  more  than  340  female   directors  who  stand  up  for  the  equality  of  women  in  our  profession.  Discussions  with  film  funding   officials   and   politicians   have   confirmed   our   endeavour.   We   would   appreciate   your   support   as   signatory   of   this   appeal.   Please   mail   to:   [email protected]   (for   directors)   or   to:   [email protected]  (for  supporters).   The  impulse  for  the  creation  of  our  association  was  an  article  in  the  film  industry  magazine   black  

box,  which  examined  the  production  results  of  two  large  German  film  funds  from  autumn  2012  in   terms   of   gender   equality.   The   numbers   were   alarming:   in   all   47   of   the   funded   cinema   projects,   men   exclusively   occupied   the   position   of   director.   The   numbers   of   the   DFFF   (German   Federal   Film  Fund)  from  2013,  which  automatically  provides  awards  without  a  jury’s  decision,  are  similar.   In  all  of  the  115  projects  funded  by  the  DFFF  only  13  had  female  directors.  For  the  final  bids,  this   means   that   of   the   62.5   million   that   the   DFFF   awarded   in   2013,   only   6   million   went   to   female   directors.   In   2014   the   DFFF   awarded   59.5   million   and   only   7.5   million   were   awarded   to   women   directors.   In  awarding  contracts  by  TV  productions,  which  are  the  bottleneck  of  filmmaking  in  Germany,  the   situation  does  not  look  different.  Our  analysis  of  publicly  available  sources  found  that:  in  the  last   ten  years,  less  than  15  per  cent  of  the  director  jobs  in  television  were  awarded  to  women,  from   2010  to  2013,  only  11  per  cent.   But  the  numbers  of  film  school  graduates  shows  a  very  different  picture:  42  per  cent  of  those  who   received  the  director  diploma  were  women.  An  imbalance!   This   affects   not   only   the   working   conditions   of   female   directors,   but   also   has   a   cultural   and   political  dimension.  In  our  diverse  society  with  different  religions,  races  and  cultures,  85  per  cent   of   cinema   and   television   films   are   directed   by   men.   Where   are   the   other   perspectives   and   opinions?  We  need  a  variety  of  perspectives  to  represent  our  world  in  our  films!  Should  it  be  the   case  that  as  many  people  as  possible  switch  on  and  watch,  but  only  as  few  as  possible  actually   participate?  The  ultimate  result  of  a  lack  of  pluralism  is  the  weakening  of  democracy,  but  also  the   weakening  of  competitiveness!  For  some  time,  TV  has  been  in  search  of  renewal,  and  reforms  of   our  film  funding  system  are  constantly  discussed.  A  systematic  equalization  in  the  distribution  of  

director   assignments   to   women   is   an   essential   step   to   promote   pluralism,   -   50   per   cent   of   the   society  are  women  -  to  expand  the  view  of  the  world  and  thereby  set  a  desired  renewal  in  motion.   We   are   convinced   that   discrimination   against   women   does   not   happen   programmatically,   but   to   the   greatest   extent,   unconsciously.   Of   course   we   will   also   put   our   own   behaviour   under   the   microscope!  PRO  QUOTE  REGIE  is  committed  to  education;  through  public  relations  we  want  to   create  public  awareness.   A  look  abroad:  there,  female  directors  have  formed  similar  initiatives,  sometimes  in  collaboration   with  the  politicians.   SWEDEN:   Due   to   the   Film   Agreement   between   the   government,   parliament,   film   producer   and   television  stations,  50  per  cent  of  the  film  funding  budgets  have  to  be  awarded  to  women  in  the   position  of  director,  screenplay  or  production  by  the  end  of  2015.  Outstanding!   FRANCE:  Three  women  from  film  marketing  have  founded   Le  Deuxième  Regard  and  brought  to   life   the   Charter   for   Equality   Between   Men   and   Women   in   the   Film   Industry,   in   which   they   call   upon  production  companies,  TV  stations  and  politicians  to  voluntarily  commit  to  hire  more  women   in  film  and  television.  Their  concern  is  to  break  down  gender-specific  statistics  by  gender,  to  be   equally   represented   in   all   decision-making   bodies,   to   raise   awareness   of   gender   equality.   They   also   want   to   ensure   equal   pay   for   men   and   women.   ARTE,   CNC   and   the   French   Minister   of   Culture,  among  others,  have  signed  the  appeal.   ENGLAND:   The   Women's   Committee   of   Directors   UK   has   launched   a   campaign   for   equality   in   film  and  TV.  Their  numbers  show  that  women  are  represented  in  the  independent  sector  with  only   18   per   cent   and   that   this   is   only   in   the   low   budget   range.   In   the   television   sector,   women   have   even  lost  influence.   USA:   The   American   Director   Association   (DGA)   commissioned   a   diversity   study   in   2012,   the   result  of  which  corresponds  with  our  research  for  Germany:  less  than  15  per  cent  of  the  director   contracts  were  awarded  to  female  directors.

A   comprehensive   sociological   study   on   the   career   and   professional   situation   of   female   directors,   and   the   granting   practices   of   TV   stations   and   film   funding   bodies   regarding   gender  specific  aspects

A  quota  for  the  award  of  director  contracts  in  television  and  film  industry,  namely:  

   

 30%  in  3  years,  42%  in  5  years  and    50%    in  10  years
