PUBLIC INVOLVEMENT PROGRAM 1. Introduction This Public Involvement Program for the Gandy Boulevard Project Development and Environment (PD&E) Study is in compliance with the "Project Development and Environment Manual", Section 339.155, Florida Statute, and as applicable, Executive Orders 11990 and 11988, Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of the National Environmental Policy Act, and 23 CFR 771.

Proposed Activity:
Conduct a Project Development and Environment Study (PD&E) that establishes the location and toll feasible design concepts for improving the capacity of Gandy Boulevard (U.S. 92) in Hillsborough County.
3. Background The Tampa Hillsborough Expressway Authority has initiated a PD&E Study of Gandy Boulevard from the Gandy Bridge to the western termini of the Selmon Expressway, in the vicinity of the intersection of Dale Mabry Highway and Gandy Boulevard in the City of Tampa, Florida. This study will evaluate possible improvements to the Gandy Boulevard corridor that would separate regional through-traffic from local traffic between the Gandy Bridge and the western termini of the Selmon Expressway, a distance of approximately 1.6 miles in Tampa, Florida. The project will be developed consistent with other local transportation and land use plans in the study area. In addition, full consideration will be given to a no-build alternative.
4. Study Process The PD&E Study will provide documented information necessary to reach a decision whether to move forward with the proposed project. A series of reports documenting the requirements for preliminary design, including existing and predicted conditions, typical sections, right-of-way (ROW) requirements, environmental impacts, and costs will be prepared. Alternatives to be evaluated will include build alternatives and the no-build consideration. This phase will involve more detailed investigation of potential environmental issues such as contamination assessments, historical and archeological assessments, and the preparation of mitigation strategies for potential impacts. This documentation is necessary to determine the environmental class of action, conduct a public hearing for the project and to obtain location and design concept acceptance (LDCA) of the proposed toll feasible improvement by THEA. The expected environmental class of action is anticipated to be a State Environmental Impact Report (SEIR). This project will be developed in accordance with the FDOT’s publication titled "Project Development and Environment Manual," (PD&E Manual) published 07/01/88 and all subsequent revisions. Part 1, Chapter 10 (new) of the PD&E Manual addresses studies for non-federally funded projects and outlines all the requirements including reference to appropriate requirements of the National Environmental Policy Act (NEPA); federal law and executive orders; applicable federal regulations included in the Federal Highway

Administration Federal-Aid Policy Guide; and applicable state laws and regulations including Chapter 339.155 of the Florida Statutes. The project documentation prepared by HNTB shall therefore be in compliance with all applicable state laws and regulations, and where appropriate, all federal laws, executive orders, and regulations. HNTB and American Consulting Engineers of Florida, LLC shall perform those services required for SEIR approval, including consideration of all social, economic, environmental effects, and mitigation as required by the PD&E Manual, along with the required environmental documents, engineering reports, preliminary plans, public meetings and hearings.
5. Purpose of the Public Involvement Plan This document outlines the following: • • •
The plan for involving the public throughout the project process. The means by which the project team will disseminate project information and solicit input from the community. The project team’s methods to inform and involve appropriate state, regional, and local agencies and public officials in planning, review, and approval of the project.
6. Identification of Concerned Public The identification of interested parties is a dynamic process that begins at the inception of the study process and continues throughout the duration of the project. Project information will be passed on to government officials/agencies, citizens, and organizations via project notification letters and/or newsletters at the project’s initiation. The authority will utilize various methods to keep the following agencies informed during the study, and will solicit their input into the selection of the preferred alternative. Appendix A contains contact and mailing information for the following individuals or entities. 6.1. Property Owners Property owners falling in whole or in part within 300 feet on either side of the project study area (Section 339.155 F.S.) and others, who may be affected as a result of the project, including shopping center tenants, will be contacted by direct mail to provide project information and solicit their input into the process. 8.2. Techniques Public involvement techniques to be used in the project development process include: Invitational and informational postcards – Invitational postcards will be sent to those on the mailing list, notifying them of the public meetings and the public hearing and will include information regarding the project. News releases to the media – News releases will be provided to the media contacts listed previously. Information provided to the media will be used to publicize the project in the newspaper articles and television and radio news reports. Florida Administrative Weekly (FAW) – To comply with Chapter 120, Florida Statutes, an ad will be published in the FAW not less than 21 days prior to the date of the hearing. Public notices - Legal and display advertisements will be posted in the local newspapers prior to the public workshop and hearing for this project. Public announcements – Public announcements may be used to disseminate project information. These will typically be posted on the authority Web site. Newsletters – Invitational and informational newsletters will be used to disseminate project information to individuals in the study area. In addition to containing project information, the newsletters will actively solicit input from citizens. Names, addresses, telephone and fax numbers, as well as e-mail addresses of key project personnel will be publicized to provide various avenues for the exchange of information. To keep interested parties informed on the progress of the study, newsletters will be distributed three times throughout the study. Newsletter #1 – Project status, alternatives information and notification regarding the alternatives public meeting. Property owners will receive this approximately 20 days prior to the alternatives public meeting. Elected officials also will receive this newsletter in an invitation letter approximately 20 days prior to the meeting. Newsletter #2 - All information found in the invitational letter will be sent to property owners, as required by Section 339.155, F.S. and the FDOT PD&E Manual, a minimum of 20 days prior to the public hearing. Elected and appointed officials will receive this newsletter as an enclosure with an elected and appointed officials invitational letter a minimum of 20 days prior to the public hearing. Newsletter #3 – Summarizes all study information through the completion of the public hearing and identifies next steps for the project. Property owners will receive the newsletter within 30 days of the completion of the SEIR. Elected and appointed officials will receive the newsletter enclosed in a letter thanking them for their support and participation in the study process within 30 days of the completion of the SEIR. Direct mail list - The following will be contacted by mail to obtain input into the project development process and/or to provide project information: • • •
Those whose property lies, in whole or part, within 300 feet of each project alternative (Section 339.155 F.S.). Entire neighborhoods will be included on the mailing list, even if only a portion of the residents are within the 300 feet boundary. Local elected and appointed public officials or individuals who request to be placed on the mailing list for this project. Public and private groups, organizations, agencies or businesses that request to be placed on the mailing list for the project.

9. Public Involvement Forums Several forums will be available for stakeholders to voice their opinions, concerns and ideas. These meetings will ensure that public and agency input is reflected accurately for the evaluation and recommendation of a proposed improvement. Public meetings and other informal meetings proposed during the study are described in this section. To ensure all elected officials in the Tampa area are aware of the project and that they have sufficient information to respond to constituents, the following activities will be completed. •
Prior to conducting any public information meetings or the public hearing, a letter will be sent to all state and local elected officials to announce the start of the project and to invite their participation. (Assumes the authority will print letters on letterhead and mail).

At least two hours prior to each public information meeting, time will be set aside to provide public officials an opportunity to view meeting exhibits and ask questions. The PowerPoint presentation developed for the public meetings will be presented to all elected officials and a question-and-answer session will be held.
9.1. Project Advisory Group (PAG) Meetings Given the more than 20-year history of efforts to find workable and financially feasible transportation solutions in the Gandy Boulevard corridor, it is particularly important that a process is employed to elicit meaningful public participation from all stakeholders to address key community concerns and help determine the ultimate recommendation for a preferred alternative. Community support and buy-in is the critical element for defining a project that serves the mobility needs of the corridor. Obtaining that support will take broadbased community engagement, involving the active participation of neighborhoods, businesses, institutions and public agencies representing various interests along the corridor. To achieve that goal, a Project Advisory Group (PAG) will be created to guide the study process. The PAG will be comprised of invited stakeholders representing all constituencies within the study limits. Table 1 presents a list of groups invited to serve as members of the PAG. There will be a series of three meetings with the PAG to gain input and feedback at major study milestones. Each of the meetings is described in more detail below, and will generally entail the following activities. The first meeting will focus on defining key issues and needs for the corridor. The second PAG meeting will confirm evaluation measures (measures of effectiveness) related to key issues, and will entail a review and refinement of preliminary design alternatives. The final PAG meeting will focus on the evaluation of project alternatives and development of a recommended preferred alternative.

Involvement of Non-PAG Participants - One combined PAG/public workshop, open to all interested citizens and structured to get feedback on corridor alternatives – will be held at a convenient and accessible location between the 2nd and 3rd PAG meetings. This will be the general public’s best opportunity to discuss study concepts and ideas with the project team and PAG members, review evaluation measures of effectiveness, and comment on the alternatives. Each of the PAG meetings will be publicly noticed to ensure an open process and adhere to Florida’s Government in the Sunshine laws. Public notices and media attention make it likely that members of the general public will attend some or all of the PAG meetings to share their views and listen to the discussion. Left unmanaged, this presents several challenges for the process. The PAG is intended to be a focused examination of the issues and options in the corridor by stakeholders representing all interests, and the working structure of the meetings does not allow sufficient time for open public comment sessions. However, rather than exclude the public from the PAG process, those who attend will be afforded every courtesy to listen to the presentations and discussions, record their issues and ideas for consideration by the

project team and PAG, and pose questions to the project team in writing, either electronically or on paper during the meetings. Chairs will be set up at each PAG meeting for the general public, both during open and break-out sessions. A comment form will be provided to the public for their use, and the project team will summarize those results separately for review and consideration. Role of the Independent Facilitator - Each PAG meeting and the public workshop will be led by an experienced and impartial facilitator without ties to the technical planning and engineering analysis for corridor alternatives, past or present. The role of the facilitator is to define a process that effectively elicits key issues from the stakeholders and community participants, fosters equitable opportunities for public comments on the alternatives, and ensures that all issues and ideas raised during the PAG meetings will be addressed during the study process. In effect, the independent facilitator acts as a liaison between the Tampa Hillsborough Expressway Authority (THEA) project design/engineering team and the PAG, and is an advocate only of the process, rather than the ideas or outcomes from the process. It is the responsibility of the facilitator to ensure the PAG meetings remain focused, move along efficiently, that all participants have an equal opportunity to share their views, and that those views are addressed in the study. The facilitator will prepare for and conduct each meeting, document the issues and ideas raised, and summarize the results from each PAG meeting and the public workshop for consideration by the study team. Project Advisory Group Meetings - Each of the three PAG meetings and combined PAG/public workshop is described below. A detailed agenda and specific meeting format will be defined prior to each meeting, but this section presents an overview of the meeting objectives, process and anticipated outcomes. PAG Meeting One (Organization and Issues Identification) - This invitational meeting is designed to serve as the initial organizational meeting for the PAG, and will be used to present the study objectives and schedule, role of the PAG, and define important issues that need to be considered in the study process. The primary objective for this first meeting is to identify issues that should be addressed in the evaluation of transportation strategies within the Gandy Boulevard corridor. The strategy for the meeting is to employ a process that gives every PAG participant an equal opportunity to generate as many issues as necessary for consideration in the study process, and then rank those issues in terms of shared importance and concern of PAG members. The outcome of the meeting will be a list of priority issues reflecting the input of each PAG member. This ranked list of priority issues will be used to define evaluation measures of effectiveness; thereby linking the early input of community stakeholders to specific evaluation criteria that will be used to develop corridor alternatives and recommend a preferred alternative in subsequent steps of the process. The meeting will entail three main components: 1) an opening general session to introduce the study and process to the PAG, define the study schedule, major milestones, and approach, and describe the objectives and role of the PAG in that process; 2) a break-out session comprised of several sub-groups (6-10 participants each) to identify and rank the important issues in the corridor; and 3) an issues consolidation session in which the PAG re-assembles to report out and review the results of the break-out session. The meeting will conclude with a brief presentation of next steps. No “solutions” or “opportunities” will be discussed at the first meeting. It is imperative that the PAG and community understand there are no preconceived notions about the issues or how to address the corridor mobility needs. By focusing on key issues, the first meeting will lay the foundation for a more transparent process, enabling the project team to concentrate on developing alternatives that entail various strategies to respond to different issues, thus helping to build consensus for a locally preferred alternative. PAG Meeting Two (Alternatives Review) - The second invitational meeting of the PAG will focus on review and refinement of preliminary conceptual design alternatives from the project team. The meeting will entail a review of major issues defined at the first PAG meeting, along with a presentation of evaluation measures developed based on those issues. The PAG will have an opportunity to refine, if necessary, and approve the

evaluation measures for use in subsequent steps of the study process. The project team will present preliminary conceptual design alternatives for review and comment by the PAG members. Each concept will be reviewed individually, and then the concepts will be compared and contrasted. The alternatives will respond to the key issues defined in the first PAG meeting and the draft evaluation measures. This PAG meeting will consist of a workshop format, with the role of the facilitator being to ensure that each participant has an opportunity to share comments and/or record ideas on each concept. The facilitator will also make sure that any comments are properly noted for all members’ consideration, and a record kept for review by the project team and response to the PAG and public at subsequent meetings. Following this initial review, the PAG will be broken into several (3-5) sub-groups to focus on key issues defined at the first meeting. For example, one break-out group may be formed to review each conceptual alternative in terms of how it addresses community character and aesthetics, while another may focus on access. These break-out group topics will be identified following the first PAG meeting. Afterward, the PAG will reconvene to have each sub-group present its key findings and recommendations by issue topic. The PAG members’ reaction to the alternative design concepts will be recorded for consideration by the project team. An Audience Response System (ARS) may be used to record these comments in real time. The meeting will conclude with a presentation of next steps and plan for the joint PAG/Public Workshop. Combined PAG Meeting Three/Public Workshop - As described previously, this will be an advertised public meeting for the general public and PAG members to attend to review project alternatives. This meeting will use an informal open house workshop format, held over a multi-hour time frame, designed to allow the public to arrive at any time, stay for a short period or the entire time period. The public will be able to review alternative design concepts, how each compares according to the evaluation measures, and discuss ideas and reactions with members of the project team. The room will be set up with separate exhibit areas for each design alternative. The important issues and evaluation measures will be on display for public review. A brief presentation will be made at a scheduled time, with a PowerPoint presentation running in continuous loop fashion afterwards. The facilitator will assist by guiding the public and PAG members to each of the display areas and helping to record comments. Members of the project team, representing the engineering design professional staff, will also staff each exhibit area to answer questions and explain the concepts. The project team will convene after the meeting to review the comments and ensure all ideas and feedback are properly recorded and synthesized for consideration by the PAG at the next meeting. The anticipated outcome of this meeting is to have a clear understanding of the key issues and evaluation measures, and how each conceptual design alternative addresses community issues and ideas. Feedback from the public at the workshop will be used to develop a recommendation to the PAG on a preferred design concept and alignment for corridor improvements. PAG Meeting Four (Final Project Concepts Review) - The fourth and final PAG meeting will be held after the public workshop and prior to the submittal of the final recommendations to the THEA Board. This meeting will entail presentation of the engineering location and design concept(s) as developed by the project team. The meeting will be in workshop format, with an opening presentation by THEA representatives covering public comments from the workshop and focusing on the evaluation of the alternatives and development of a recommendation for consideration by the PAG. The facilitator will devise a process designed to ensure each PAG member has the opportunity to comment, and that no single PAG member dominates the meeting. It is not anticipated that break-out sessions will be employed at this meeting; rather, the PAG will be better served by hearing each others’ comments and responses to questions from the project team. The facilitator will work with the project team to develop a preferred concept evaluation sheet that allows each PAG member to record their level of satisfaction/dissatisfaction with the recommended design concept

as it relates to various elements of the project, reflecting the key issues and measures of effectiveness. The evaluation sheets will be assembled and synthesized during the meeting to quickly scan for results. These will be used after the meeting by the project team to refine the recommended design concept prior to presentation to the THEA Board. Following this meeting, the PAG members will be sent advance notices of the THEA Board meeting at which the recommended design concept will be presented, along with a link to the project Web site showing the recommended design concept and summarizing how the concept evolved based on PAG and community input. 9.2. Alternative Selection Meeting Based on the analysis of alternative s and the input received during the alternatives public meeting scheduled for February 2009, the recommended alternative for the development of alternative alignments will be presented to the public for review and comment. This meeting will be informal. Exhibits to include an aerial base map, project schedule, potential typical sections, access concepts, and other information will be on display. Public comment forms will be available for the citizens to officially record their comments concerning the project. 9.3. Public Hearing A public hearing, as required by federal regulation and state law, is scheduled for June 2009 and will be held as directed by the authority. The public hearing will include an informal open house and a formal presentation. The purpose of this hearing is to present the preferred alternative to the public. HNTB will provide all brochures and handouts and secure a court reporter. The authority will provide all presentation materials. A transcript and an electronic copy of all public hearing materials will be provided to the authority. Should the access management classification be changed, as a result of this project, the required access management hearing will be conducted during the overall project’s public hearing. 9.4. Informal Meetings Unscheduled public and agency meetings, as required and approved by the authority, with the public, elected officials, or public agencies involve the public and interested agencies in the project development process, as well as inform interested parties of the study’s progress. It is estimated there will be five unscheduled meetings during this study.

Gandy Boulevard PD&E Study
The study team will be debriefed following the public meetings to record and classify all information and comments received at the meetings. Public input received at the public meetings and during the 10-day period following the meetings will be included in the evaluation of alternatives leading to the selection of a preferred alternative. In addition, a summary of the meeting results will be prepared and included in the Public Involvement Program Summary – Comments and Coordination Report.
12. Public Hearing As required by state law, a public hearing will be held for this project. The intent of the public hearing is to provide an additional forum to involve the appropriate federal, state, regional, and local agencies, and the public in project development, present the recommended alternative, and to solicit final comments for the official public record. A legal advertisement announcing the public hearing will meet the current requirements presented in the FDOT PD&E Manual, and will be placed in major newspapers. All media identified earlier will be used for public hearing news releases. A suitable sized, legal display advertisement will be published in the paper at least 21 days and 5 to 12 days prior to the hearing. Elected officials and agencies will be notified at least 20 days prior to the hearing. Property owners and other interested parties will be notified at least 20 days prior to the hearing. The hearing format will consist of a presentation, with exhibits, displays, and handouts for the purpose of enhancing public understanding of the characteristics and impacts of the proposed improvement. The PD&E team will staff an informal review period prior to the beginning of the formal hearing to explain the project and answer public questions. The study team will then be available to answer questions during the formal portion of the hearing at the discretion of the authority. Environmental documents, conceptual plans, engineering reports, and other pertinent information will be available for public inspection during the public hearing. An official transcript by a court reporter will be made of the hearing proceedings. All oral and written comments received at the hearing and during a 10-day period following the hearing will be documented as part of the public record and will be included in the hearing transcript summary. All comments or questions requiring a follow-up will be addressed in writing soon after the closing of the hearing. Notification of the intent to comply with Title VI and Title VIII programs will be made in the advertisements, during the public hearing as part of the formal presentation, by brochure, signage, and through availability of personnel. Notification of the authority’s intent to comply with the Americans with Disabilities Act (ADA) will be provided in the public advertisements and newsletters for the Hearing, by brochure, and by selection of the public hearing site that can accommodate all ADA requirements. A legal notice announcing the approval of the final document and recommendations will be prepared and published in the major newspaper. Notification will be sent to all individuals and agencies on the hearing mailing list notifying them of the approval of the environmental document. The notification shall give a brief description of the recommended alternative, date of approval, schedule for the remaining project phases, and the name of the design project manager (if available). A Public Involvement Program Summary - Comments and Coordination Report will be developed upon the project’s completion and included as a supplement to the Preliminary Engineering Report. The Comments and Coordination Report will provide documentation as a follow-up to this Public Involvement Program. Specifically, it will summarize the meetings and the hearing results and recommendations. The report will also contain the overall input provided through the other public involvement techniques utilized in the project development process along with proof of publication, hearing sign-in sheets, hearing certification and verbatim transcript, and letters received from the public within 10 days after the hearing and their corresponding resolutions. This information will also be included in the formal environmental documentation for this project.
