But first things first: The Swiss voters' approval of the Swiss People's Party immigration initiative in February 2014 was more scary than refreshing. Polemics and scaremongering led to a result whose consequences voters certainly were unaware of. However, the government must implement this voting result within three years. This will not leave the Swiss economy unscathed. Particularly industry sectors that depend on highly qualified employees will suffer, so much is for certain. The plain rejection of the Ecopop initiative in November, however, gave me hope as an open-minded Swiss citizen. We apparently have not forgotten after all that a healthy and sustainable Switzerland relies on a healthy economy and that we cannot maintain and develop such healthy economy without qualified employees and other positive factors from abroad. After all, the Swiss values, which we have discussed at great length as part of the whole Swissness subject, do not come from "within" but from "without". They have been developed over many years and can only survive thanks to a busy trade, inventive spirit and an open mind. The Swiss political and economic sectors have been maintaining international links for many decades and they only achieve their success through a multitude of success factors such as security, being a constitutional democracy and a liberal political environment, but mostly through being open-minded, approachable and creative. Our economy's extraordinary achievements have provided us with wealth and security for many years.

But how can we ensure that these values continue to flourish in our country in the future? The answer is rather simple: • Recognising risks but also grabbing opportunities! • Reducing bureaucracy and lowering administrative expenses! • Acting responsibly and promoting responsibility! • Creating jobs with a high degree of value creation! • Accepting as well as demanding rights! • Demanding and nurturing social justice! • Being innovative and open to all things new! Does this sound familiar? Of course – we also know how a bucket full of icy water feels and it may still be more refreshing to stand under such bucket in person! We cannot repeat this request often enough.

Preamble

No, I did not participate in the ice bucket challenge, but I found 2014 very refreshing just the same! The many market fluctuations, numerous interesting political developments and, most of all, the talks with private individuals, business partners and within SKW "refreshed"my senses.

2014 was a relatively balanced year for SKW. It was nevertheless a successful year and we were able to gain new members and also actively impact the framework conditions and strengthen the association's position in the national environment. We managed to achieve this goal thanks to SKW's determined and wise management by Dr. Bernard Cloëtta, our Managing Director, and his "allies" in the Administrative Office as well as the active efforts of my colleagues on the Managing Board. I would like to say a big thank you to all of them at this point! I look forward to actively backing the projects started in 2014 and wish you all a refreshing 2015. Swiss Law Both the industrial and political sectors have an interest in bringing national law in line with EU law. The introduction of the Cassis-de-Dijon principle, on the one hand, and the amendment of Swiss law help to minimise trade barriers. Swiss laws that differ from EU laws increase the price of products if manufacturers must use special wording or labelling just for Switzerland. Labour and operating costs are very high in Switzerland and together with the strong Swiss franc this creates significant price differences to identical products in the EU. Additional taxation through technical trade barriers should therefore be prevented.

SKW supported the following amendments of the law during talks with government agencies and through written statements and informed its members about this:

Regulation of Chemicals

Total revision of the Chemicals Ordinance The Globally Harmonised System (GHS) for the classification and labelling of preparations as from 1 June 2015 was introduced as an obligation in this revision. The previous regulations have been revoked. The revision also specifies the various players who purchase chemicals.

4. Revision of the Chemicals Risk Reduction Ordinance (Chemikalien-RisikoreduktionsVerordnung – ChemRRV) The main reason for the fourth revision of the Chemicals Risk Reduction ordinance was the development of the EU law. The law was amended to prevent trade barriers. Apart from the development in the EU, the experiences gained during the execution by the industry and its feedback with regard to certain regulations of the Chemicals Risks Reduction Ordinance gave reason to amendments.

Cosmetics Law

On 20 June 2014, Parliament passed the Federal Council's proposal for a full revision of the Foodstuffs Act. Before enforcing the law, around 26 ordinances must now be revised. The total revision of the Foodstuffs Act (LMG) will facilitate the improved harmonisation of the Swiss Cosmetics Law with the new EU Cosmetics Regulation, among other things. No draft ordinance has been presented yet. Enactment of the new law and the relevant regulations is not expected before 2016.

Revision of the CO2 Ordinance (CO2 -Verordnung) On 1 January 2013, the revised CO2 Act and the related Ordinance in the Reduction of CO2 Emissions (CO2 Ordinance) came into force. The bill for the amendment of the CO2 Ordinance specifies in more detail the execution of some climate policy instruments, removes uncertainties and integrates new findings from daily practice.

Revision of the VOC Ordinance (VOC-Verordnung) The ordinance will be amended based on a re-assessment of the compensation after the first year of executing the new exemption rule pursuant to Article 9 of the VOC Ordinance and the determination of the execution costs

Four ordinances are being revised and redeveloped and put through the consultation procedure in order to implement the Swissness law. The key objective of the regulations remains unchanged: The added value of the "Switzerland" designation and Swiss cross should be secured in the long term by increasing its protection and clarifying their criteria for use.

SKW has specified industry-related matters such as the origin of raw materials, definition of costs and manufacturing steps in Switzerland in a "Cosmetics" industry ordinance and submitted it to the Swiss Federal Institute of Intellectual Property. Together with the other ordinances on the Swissness Template, this industry ordinance is expected to come into force in 2016.

Compliance with Antitrust Laws – Naturally

Managing Board

Compliance with anti-trust law at all times is crucial for an association and its members. All member firms are fully aware of this fact.

The Managing Board met on 27 March and 26 November 2014. The focus was on the statutory agenda items such as finances and the preparation of the General Assembly and, primarily, the association's strategic targets and own business.

SKW applies strict anti-trust compliance rules. This is the only way to ensure that members can participate in the services and knowledge platform and benefit from the network.

General Assembly

The General Assembly was held on 24 April 2014 at the Zunfthaus zur Meisen, Zurich. The usual statutory business was discussed. None of the members of the Managing Board resigned. All of the members elected in 2013 remained in office. Thomas Früh, intracosmed Urnäsch, was re-elected as President and the previous members of the Executive Committee, Marco Baumann, Rausch, and Ralf T. Gehlen, P&G, were also re-elected. Dr. Ina Banik von Nielsen provided information on market developments and figures and Babette Sigg, President of the Consumer Forum kf, talked about "The responsible consumer".

Work Group Professional Building Cleaning

ERFA – TK meeting

The meeting of the Work Group Professional Building Cleaning was held on 19 May 2014. Key topics were new developments in Swiss and EU Chemicals Laws on REACH and GHS/ CLP as well as the Work Group Professional Building Cleaning statistics, delays of the BAG biocidal product approval processes and the planned prohibition of the self-service of acidic cleaners.

An experience exchange between the members of the Technical Commissions took place on 2 July 2014 at the Volkshaus in Zurich. More than 50 people from Switzerland and abroad participated in this event. After a short introduction, the participants exchanged expert knowledge and experiences. The event was centred around the talks held by Dr. Cornelius Nussbaumer, President of the Swiss Flavour and Fragrance Industry Association (SFFIA), on the "Development and trends of fragrances and perfumes", Heribert Bürgy, BAG Chemicals Department, on "Innovations and Chemicals Law" and Marco Wischti, BAG, on "Official registration processes". It came to light that the member companies are dissatisfied with the existing software solution for the product registration process. BAG's representatives listened to these concerns and offered a closer cooperation to find ways to improve the process.

Chemicals Law Switzerland / EU Seminar On 14 November 2014, SKW held this seminar at the Novotel Zurich West. Dr. Christian Gründling, FCIO, gave a talk on the "Update of REACH/CLP in the EU", Sascha Nissen, A.I.S.E., on the "Project Product Environmental Footprint, PEF" and Dr. Brunhilde Kolp Buchs, BAG, on the "Revision of the Swiss Ordinance on Biocidal Products, OBP". With regard to the latter talk, the participants pointed out disconcerting delays in the processing of biocidal product applications by BAG. SKW discussed this with BAG and presented suggested solutions based on a member survey, which are being processed at present.

Work Group Professional Hair Care

The Work Group professional Hair Care met on 21 October 2014. Following the Administrative office information on the revision of the Cosmetics Law, the legal provision on Sunday work and ARGUS Online Media Monitoring, Kuno Giger, the President of coiffureSUISSE, provided details on the status of the joint sponsoring project in the form of events and trade shows. Federal Agencies

One of the key tasks of any association is to develop and maintain a network with persons and organisations at a national and international level. SKW's network is well connected.

The industry's questions were submitted and explained to the following Federal Agencies during various talks: • Federal Office of Public Health (BAG): Questions on the further development of the Swiss Chemicals Law, the "Nanomaterials" action plan and the prohibition of acidic cleaners in self-service, information on the sustainability projects of A.I.S.E. and SKW's cooperation in the "Look carefully, stay protected" (Genau geschaut, gut geschützt) GHS campaign of the Swiss Confederation. • Federal Food Safety and Veterinary Office (FSVO): Assumption of the responsibility for BAG's cosmetics segment and the new organisation within FSVO, SKW's questions on the current revision of the Cosmetics law (project "Largo") on the "Guiding principles on responsible advertising and marketing communication" by Cosmetics Europe, on the safety of ingredients and technologies and the use of raw materials covered by the Convention on International Trade in Endangered Species of Wild Fauna and Flora, CITES.

International Associations and Organisations

The Managing Director maintains regular contact with all relevant national associations and organisations. Information was exchanged and talks held with:

International networking is essential for importing and exporting members. SKW has an excellent network that reaches far beyond national boundaries:

• Economiesuisse in the work groups Swissness, Anti-trust Law, Free Trade Agreement and Consumer Questions of which the Managing Director is a member.

• Its full memberships of the European um brella organisations A.I.S.E. and Cosmetics Europe and Cosmetics Europe provide SKW with an excellent European network.

• The industry associations with similar interests such as scienceindustries (chemical, pharmaceutical, biotech), or VSLF (lacquers and paint) and the Aerosol Association.

• A particularly close cooperation exists with the German and Austrian partner associa tions IKW (Germany) and FCIO (Austria). The Managing Director is a guest member of IKW's expert committees "Beauty care", "Detergents" and "Cleaning agents" and gets invited to their meetings.

• The Consumer Forum (kf); consumer con cerns regarding the industry and joint projects and publications were discussed. • Trade associations with which SKW main tains a close cooperation such as the Schweizer Fachverband für Kosmetik, SFK, the Swiss Society of cosmetic Chemists (Swiss SCC), SEPAWA (SEPAWA, Section Switzerland), Swissnaildesign, etc. • CoiffureSUISSE, which cooperates closely in joint projects such as the implementation and sponsorship of events (trainee hair dressing, hairdresser world championships and "hairday 2015"). • Export organisations that provide useful services for export companies and organise trade shows (Switzerland Global Enterprise) and the association swiss export.

SKW supports the State Secretariat for Economic Affairs (SECO) in its negotiations of the detailed agreements that form part of the free trade agreement with China.

Communication

Voice of the Industry The usefulness of an association depends on its recognition by the political sector, the media and NGOs and its ability to voice industry concerns in the right places. To do this, it requires a network, good representative status and trustworthy and transparent communication.

Day-to-day Media Work

In 2014, numerous media again inquired about market trends, market data, matters of legislation, law enforcement and ingredients. Day-to-day media work is an important element of the association's work. From statements to background talks, media work requires quick and coordinated action and simple language. The following statements were published or revised in 2014: • Plastic particles in cosmetic agents • Fragrance labelling • Cosmetics and hormone-like effects • Aluminium compounds • Deodorants and aluminium salts • Triclosan – Study results cannot be transferred into practice • Nanomaterials in cosmetics • Cosmetic product safety On 21 January 2014, the Managing Director was interviewed on the topic of microplastic particles in cosmetics on the TV show "Kassensturz".

ARGUSavenue is a great help for monitoring the media and is at the disposal of the association and its members. This portal provides daily information on all media reports in the past 24 hours.

Revision of Consumer Information

Five new PDF cosmetics publications were prepared and published in cooperation with the Consumer Forum kf in 2013, followed by the "Sun screen" publication in 2014. All existing detergents and cleaning agents publications were fully revised. This project was closed by the editor team after five meetings. The new SKW brochures "Washing today" and "Washing up correctly" were published at the beginning of 2015. This brings all SKW consumer information up to date.

The flyer about SKW's services and the advantages of an association membership has been completed. It is available in three languages as a printed foldout.

We are an industry association with a national and international network and extensive knowledge pool and in this capacity are able to provide our member companies with a comprehensive service package that makes membership a very attractive option for both international groups and Swiss manufacturers.

Notifications to Members

We provide the various faculties and work groups with regular e-mails on professional and legislative developments in Switzerland and Europe. The main topics in legislative notifications were the Swiss Cosmetics Act, the Swiss Chemicals Act, the new Trademark Act ("Swissness Template"), the Federal Act on Technical Trade Obstacles and the revision of the Ordinance on the Incentive Tax on Volatile Organic Compounds (VOC). At an international level, the main topics included information about REACH (Registration, Evaluation, Authorisation of Chemicals), GHS (Globally Harmonised System of Classification and Labelling of Chemicals) and the EU CLP Regulations derived therefrom (Regulation on Classification, Labelling and Packaging of Substances and Mixtures) as well as the EC Cosmetics Directive and the EC Cosmetics Ordinance. SKW continuously informs its members about projects and campaigns by the two European umbrella organisations A.I.S.E. and Cosmetics Europe.

Swiss law is different to other countries. Many international corporations no longer have own legal and technical departments in Switzerland. SKW is receiving an increasing number of enquiries from foreign companies and associations as a result.

Information is only provided to companies that are members of their respective national associations. This enables SKW members in return to ask foreign associations to provide information on laws and registration rules.

Free Sale Certificates

We issued 205 (previous year: 169) Free Sale and GMP export certificates for our members in the reporting year.

At the end of 2014, ARGUS changed its "online Media Monitoring" platform to the state-of-the-art "ARGUSavenue". SKW therefore benefits from an expanded product range that makes it even easier to manage media topics. This is a very useful tool that is often used for monitoring the media and reporting to company-internal instances.

The majority of them were for Iran, China, Vietnam and the United Arab Emirates.

Exports and Trade Shows Satisfaction Analysis Our 50 Swiss manufacturers require special assistance with exports. They may join the ERFA group "Export" and the "Work Group Swissness" has access to SKW's "Regulatory International" network. SKW is constantly developing this network thanks to global partnerships with international associations and companies. SKW's members have access to information on legislation and product registration as well as events, consulting services and publications of the key industry associations, trade shows and export organisations.

Our Commitment

Sustainability Projects of the Companies in the Industry

Sustainability is a hot topic. Today, it no longer suffices to publicise great intentions in glossy brochures and on attractive websites. The public wants to see facts and figures. The companies in the cosmetics and detergents industry have realised this trend and teamed up at European level to participate in tangible sustainability projects.

Sustainability is a key issue both in the cosmetics and detergent and cleaning agents industry. Supported by the associations, the companies are the main players when it comes to implementing their sustainability strategies and measures. Our members are aware of this responsibility and volunteer to act in a sustainable manner. Companies are exclusively responsible for developing, designing and implementing their sustainability activities and all related communication. For the industry, sustainability is a symbiosis between economic success, social justice and environmental protection. Sustainable business is always based on economic success. A company can only live up to these important responsibilities if it is profitable. As an association, we promote the exchange of experience amongst our members and support the sustainability efforts made by our European umbrella organisations such as the "Charter for Sustainable Cleaning" by A.I.S.E. and the efforts of the "Roundtable on Sustainable Palm Oil" (RSPO) in the palm oil sector. We also inform the consumer and environmental organisations as well as traders about the industry's projects and issues, thus encouraging dialogue so that they may also contribute to the topic of sustainability. We regularly inform the responsible government agencies and NGOs about all sustainability projects in our industry.

The number of members has increased significantly in recent years. In 2004 we had 54 members and 87 members in 2014. More than 90 percent of the industry is organised under our roof. This significant representativeness is an important argument for the association's work to be taken seriously by the political sector, government agencies, stakeholders and the media.
